That's a different thing - pitch accent. Japanese has pitch accent
too... really interesting pitch accent. On the other hand, English has
stress accent, which manifests as increased volume on stressed
syllables, timing effects, and vowel reduction. Subtract the vowel
reduction (the process that makes the |u|s in |reduce| and |reduction|
sound different) and you have phonemic volume.
