Yes, yes, yes and yes. Making up imaginary cultures, peoples, histories
("conculturing" to use a term common on this list) has been a hobby of mine
since I don't remember. My conlanging started as a project for providing
good placenames and personal names for my invented worlds. For me, the
culture almost always comes before the language.

Well, nowadays the names I come up with usually means something in the
relevant language. I have alot of long-standing names I'm not willing to
change; some of these I've conjured up an etymology for, most others I blame
on not-yet-invented languages.
