As soon as a person speaks two different languages then the whole picture can change radically. After taking Latin in high school I found I could figure out quite a lot of written Italian and Spanish with no training at all in those languages. And I imagine if you knew English and German then Dutch, Frisian, and maybe even Swedish would come pretty easily. (I know nothing about Swedish, but my daughter is fluent in it and I can almost understand her sometimes based on my knowledge of German.) So maybe it should be organized in a grid with first language across the top and second language down the side. Then each cell of the grid would contain languages that would be easy for a person who already speaks those two languages.
