I don't see the connection between "hobbits" and Irish legends of "little people".
Are you thinking of the Lucky Charms style of "Leprachauns"? Whatever abyss of
Celtic twilightdom they crawled out of, they seem to have little to do with the
fairy folk (Sí) of Irish folklore. These fairies don't really seem to be anything
like hobbits. They're essentially supernatural and nonhuman, while "hobbits" are
basically human.
