While there _are_ terrorists in Ulster and Pais Vasco, I think it's a
little unfair to lump the UK and Spain in with the other states listed
who actively support or intentionally harbor terrorists.
There _are_ terrorists in the US (and have been for more than a
century (KKK)) and Kemr, for that matter!. Neither country support or
intentionally harbor them.
