Old English has /dZ/ without /Z/, Spanish has /tS/ without /S/ (neither /dZ/ nor /Z/, except in some dialects as a variant of /j/) Japanese has /tS/, /S/, and /dZ/, but no /Z/, also has /dz/ (romanized as {z}) but no /z/.
