I don't know how to make IMEs (information about that would be greatly
appreciated)
but I've used MS Keyboard Layout Creator to add some useful characters to my
Belgian keyboard (the Esperanto accented letters, the "diacriticless" Greek
letters and symbols and a few characters useful for French)
and to make an Arabic layout which fits my keyboard better than those
available in Windows.

Don't look in your computer.
You'll have to download the program from the URL
http://www.microsoft.com/globaldev/tools/msklc.mspx.
It's free and easy to use but it's quite limited: you can only assign some
symbols to your keyboard keys (possibly combined with Shift, Ctrl and/or
AltGR) and define some dead keys.
You can't use multiple dead keys (to stack several diacritics on a base
character) or define rules to replace a string by another one.
 That's why I plan to use Tavultesoft Keyman Developer instead.
