I guess they could be used for that, but primarily ǿ is
used by some Norwegians for Old Norse œ; sensible from a
purely ON viewpoint but insensible from an Icelandic
viewpoint. There is absolutely no reason not to pronounce ON
like modern Icelandic, except when discussing its phonetics.
As for ǽ it is sometimes used for ǣ in Old English.
