Grab the plain-text file
ftp://ftp.unicode.org/Public/3.0-Update/UnicodeData-3.0.0.txt
which contains codes, names, and information for all Unicode 3.0 characters.
Latin-1 characters are in the range 0000 to 00FF
Other Latin characters used in IPA are in 0100 to 024F
IPA-specific letters are in 0250 to 02AF
Small modifier letters (superscripts, tones, etc.) are in 02B0 to 02FF
Combining versions of accents are in 0300 to 036F
Greek letters are in 0370 to 03FF
Not every single one of these are needed for IPA, of course. I don't know
that anyone has sat down and gone through them to see exactly what IPA
needs, but it's quite a lot.
