`Apposition' is neutral wrt. to the position.

Me, too. But `wegen' can be put on both sides (though postpositional
is somewhat old-fashioned):
Ich kam wegen des Regens nicht.
Ich kam des Regens wegen nicht.
Ich kam wegen des Regens nicht.
I came because of_the rain not.
Ich kam des Regens wegen nicht.
I came of_the rain because not.
I did not come because of the rain.
