Ah, the Unicode character U+033C COMBINING SEAGULL BELOW. This
is one of the mystery marks that Unicode doesn't explain, along
with RIGHT HALF RING BELOW, INVERTED BRIDGE BELOW, SQUARE BELOW,
X ABOVE, and DOUBLE OVERLINE.
