It might not need a base-system in order to say what a number is, but you
probably ought to have that decided before anyone starts trying to develop
rockets and such with it.  Pretty much all math that goes beyond remembering
lists of squares, cubes, and other basic facts, kind of requires that you
know where things are placed.  I can't remember if it had a zero in there as
well, but you need one for algebra...
