Well, only if they're not a permanent resident. But you're right, it's not really "residing at the house of", but at the same time, it's not "under the care of", at least, not in the sense I use that phrase, namely, "being taken care of by", like "The patient is *under the care of* Dr. Jones". C/O does mean, however, "residing/working/etc. at the house/office/etc. of"
