Ok, you gave the IPA description, in Sampa its /E/ then.  That's
precise enough.

However, the description by using `red' is, as always with English
examples, not correct for all dialects and confusing for me.
E.g. adapted from a (strange?) British dialect, I have /e/ there:
/red/, not /rEd/.
