I wish they did in Swedish too! Here there is absolutely no rule except
that detachable verbs usually are detached all the time except in very
formal style. Thus "come up" as in "come up the stairs" is usually _komma
upp_, while "come up" meaning "occur" is usually _uppkomma_. Someone who
said _uppkomma för trapporna_ would be old-fashioned on the verge of weird...
