I imagine that "exotic" in this instance means something akin to "not likely to be found on the curriculum of a U.S. public high school.". Not quite that, as if that were the case the only non-exotic languages would be Spanish, French, and German, and maybe Latin. But some similar measure of how widespread teaching of the language is. -Mark
