True. So you should not send messages which *require* UTF-8 in
order to be understood. Adding Unicode characters for the benefit
of those who do have support should be OK, as long as the message is
complete without those characters. Also be aware that many people
who would otherwise receive Latin-1 characters fine won't even see
those if they're in a UTF-8 message, so make sure your message is
complete with nothing but the ASCII characters making it through.
