If by reduced vowels you mean ultrashort 'tainted schwa' type sounds, I've
always used the vowel with a grave to indicate this short length. I find
orthography descisions to be greatly influenced by how you want the language to
look on paper, what inspirations you have, etc. If I were to have a /y/ sound
in a language I wanted to look like Welsh or Old English, I would use <y>,
while if I wanted it to look like German, I would use <u umlaut>. Purely
personal, like so much else.
