Put up a website, and I'll repost it in my capacity as owner/mod of LJ Conlangs.
I would suggest extending the deadline some, however. Perhaps to, say,
September? I would like to work on mine, but it will probably take
some of the summer (if I ever get in conlanging time with how busy
I'll be...); I can send you a preliminary sketch now, since I wrote
one for my CogSci 101 class as a term paper. :-P
Also, I'd suggest some sort of official peer-review period between
submission and judging; that is, have them submitted publically,
everyone gets a shot at them - commenting on their pros, cons, quirks,
needed improvements, or whatnot - and the submitter gets to counter /
revise / agree / bask in the glow or whatnot before being judged.
Somewhat like political candidates on a ballot. :-P
Lastly, you could probably have voting be in a few different areas -
e.g., aesthetics, innovation, density, intuitiveness, etc.
