Nah, you'd be throwing out the baby with the bathwater
there.
All that would happen in that scenario is, that
instead of needing to know that, for example,
'Ekaterinburg's time is 5 hours ahead of Dublin, you'd
need to know that Dulin's working day was perhaps 7am
to 3pm and Ekaterinburgs 11am to 8pm (assuming the
standard time was based on a central-ish zone).
If you need a continent wide time zone for a specific
purpose you can use UTC (or any other zone of choice)
without interfering with local civil time.
IMO where there is definately room for improvement is
the offeset between civil and solar time, and the
usage (or not) of DST. But I think that issue's got a
big, shiny, regal piece of head apparel on it.
