Well, I've read in several history books that Moravia was considered part of
the Kingdom of Bohemia in Habsburg times. A historical atlas I just checked
seems to indicate that Moravia had been incorporated by Bohemia already
before the later became part of the Holy Roman Empire.

So it seem they were not always considered completely distinct units.
