Well, I don't know if there is any language with verbs that cannot take any argument (but that wouldn't surprise me with impersonal verbs like indeed "rain"). But as for nouns, there are plenty of languages where a class of nouns has mandatory possession, i.e. a noun of this class cannot appear without a possessor, even if it's only a possessive adjective or affix (usually an affix in the case of those languages). My Chasmäöcho has mandatory possessed nouns. They usually refer to parts of the body or family members, and to refer to the noun without a possessor, you use the 3rd person plural possessive affix on them (IIRC).
