FWIW, you don't have to be "influential" per se, in the sense of
convincing your department to give you funds. I didn't ('least not
till the last minute).

Alternate (or concurrent) route is to have access to a student
government / assembly / etc sort of org that can provide funding, and
perhaps that "owns" a building which you could use as a venue. (A la
ASUC.berkeley.edu)
