I stand corrected. I did check Wells the other night - in the section where he discusses the realizations of STRUT he does indeed identify that /V/ has a wide range of dialectal realizations, including a fronted/centered higher-mid back unrounded vowel and the turn-a, just don't remember which applies to which dialect. I was confusing my memory of the pervasive usage of /V/ with relatively narrow phonetic usage of [V] - though IIRC most American texts that deal with American English generalize the use of broad-transcription [V] to designate the stressed STRUT vowel in AmE. -Bfowol
