Sure, the "r" that's spelled there renders the vowel rhotic for me.
However, the only American dialect I'm aware of (and, not to be
falsely modest, I'm aware of a lot of them) that can put something
close to the "u" of "cut" into a word like "her" or "nurse" is the
Bronx accent.

I'm sure I am. Along with about 80% of the American and Canadian
population (pretty much everybody who's not on the Atlantic seaboard).
