Hm, I think this calls for a class 3 noun suffix -- {orc-qoq}
"so-called orcs" might fit best, since {orc-Hey} "apparent orcs"
indicates that they seem like orcs but doesn't necessarily imply that
they're not, merely that the observer believes they may be, but is not
certain that they are, orcs.

Or possibly {orc DawI'pu'} "behavers as orcs, acters in the manner of orcs".

It would definitely start with ' since all syllables must start with a
consonant, but can't end in -rQ since there are only three permissible
two-consonant syllable codas {-rgh -w' -y'}. {'orgh} could work,
though, as could {'oQ} and {'o'rIq} (cf. {wo'rIv} for "Worf").

Klingon has {moj} "become" (so {'orgh mojwI'} would be "orc becomer",
with {-wI'} "agentive suffix"). Nothing glossed as "aspire", though
{neH} "want" is close.

I think {Da} "behave as, act in the manner of" might be good, though.

There's also {ghet} "pretend", but that has a note saying "no
deception is implied; simply role-playing".

Interestingly, I can't think of one. There's {-Hom} which is a
diminutive, indicating that something is smaller, less significant, or
inferior, but that's not necessarily pejorative.
