Well, obviously I cannot tell you why he did that... I just know that if
words such as "waarbij", "waarmee", "waarheen" etc. get the stress on the
first part when they are used as question words, and the stress on the
second part, when they are used as relative pronouns.

Question: 'Waarvoor doe je dat?

Rel. Clause: De hamer, waar'mee hij timmerde.
