That's the passive of the monotransitive sentence "X gave a book to
me". Since the recipient is marked with a preposition, the "gift" (Is
there a better term for this role?) is marked as primary object, and may
be promoted to subject of a passive
John gave me the book -> I was given the book
John gave the book to me -> The book was given to me
