A copy editor is an editor who is supposed to check the "copy" (the
written text) for errors. As opposed to assigning editors, who are the
ones who tell reporters which stories to cover.

I'm not sure there's a connection there. At least, I haven't noticed a
corresponding increase in the use of spellcheck programs in newspapers.

It's pretty much the same in the USA, although it varies.
