Well, I can't give you any technical reason; I can only
point to actual German usage. There's no such thing as
a "capital estset" in the German alphabet; whenever
an estset is converted to uppercase, it becomes "SS".
When converted to Unicode "Titlecase", it becomes "Ss",
although until this thread I had not run across any words
that actually required that treatment. :)
