This reminds me of an organization I founded during college
called CUIP--Citizens for the Unification of Interrogative
Pronouns. The principal plank in our platform was that all
the "wh" words in English should begin with the same sounds,
so if (forgive my X-SAMPA on the vowels, it's probably
screwy):
when = /hwEn/
where = /hwe@r/
why = /hwaI/
what = /hw@t/
then "who" should be /hwu/.
We even published a single issue of a newsletter, but alas
to no avail.
