German indeed has "was". "Er ist zu spät gekommen, was mich sehr gestört hat." Though I'd find it more natural to say "Er ist zu spät gekommen, und das hat mich sehr gestört" (..., and that annoyed me), which incidentally side-steps the problem. But I do have "was" e.g. in "Was mir daran auffällt, ist dass...." = "What I notice about this is that..." which I think would also have "ce qui" in French, for example.
