Odd. IME in Texas, a "C" is always 75-79% (inclusive), a
"D" 70-74% (inc.) and an "F" anything 69 and below (inc.),
both at the secondary and at the tertiary levels. Texas
schools in my experience also come down hard on grade
inflation -- never experienced it until I came to Chicago.
