In form, yes. But in terms of actual democratic participation, San Marino
has been, for most of its history, an oligarchy, ruled by a council of 60
men.

Well, it was ruled at one point by a coalition of parties, one of which
was called 'Communist', IIRC. I don't think that really counts as becoming
Communist. Was there a Dictatorship of the Proletariat or a Supreme
Soviet to get people to do things?

Yeah. Their currency is the lira, so presumably they're just going along with
Italy in having the euro.
