A universal doesn't mean something MUST occur or MUST NOT occur, only that there is a preference for it to occur or not to occur. Of course, two examples of /f/ -> /h/ being blocked isn't exactly strong evidence even for a universal tendency. :-) -- "There's no such thing as 'cool'.
