No, _mizu_ means "cold water", but it's often simply (mis-)translated as
"water".  However, it still means "cold or cool water" (presumably, the
reason _mizu_ is often translated as "water" is because there aren't
many situations where one desires hot water, so when one wants water,
it's almost always _mizu_).  *_Atsui mizu_ ("hot cold-water") is a
contradiction in terms, like "square triangle".  _Yu_ means "hot water".
