Really? I am no native speaker, but my mother was, and taught German to
boot, and my pronunciation is pretty sharp. I definitely maintain rounding
throughout the pronunciation of "eu": only the tongue moves, not the lips.

Depends on dialect, of course, since English has no standard spoken form.
For me, [j2r\ow], more or less.
