A rather clear distinction, but outside of trying to describe the Swedish
vowels you mention, I've never seen /_w/ used for vowels or /_O/ for
consonants...
I'm not sure where the extIPA /_9/ (superscript oe ligature) is supposed to
fit into this, either.
