Personally I would prefer r-hacek, or "r" at a pinch. To me "q" and ' are overused in fictional languages, and I prefer to restrict them (if I use them at all), to the sound of Inuktitut [q] and the glottal stop. (Whoever gave Teal'c his US passport obviously didn't mistranscribed his name from the correct(er) "Te'alc" ;-.) But, taliesin, since IIRC the sound you're looking (for a transcription) for is always long, have you considered "rr"? There's precedent - in Spanish the rhotic flap is written "r", and the rhotic trill "rr" (except at the beginning of words, where "r" is used because the flap never occurs there).
