Here's an idea about modifiers and nouns. It's related,
tho not the same, as the idea Mathias had.

We could have two different orders. When modifiers
are first, they are uninflected, and the head carries
the inflections. When the head is first, the head and
all the modifiers are inflected the same way so as to
agree.

For example (excuse the dummy English):

gret  bru  sjip-ys
great blue ship

sjip-ys gret-ys bruw-ys
ship    great   blue

where -ys is an inflection meaning, for example, "patient"
(note also bru- changing to bruw-; the /w/ is a glide
inserted because we want stems to be CVC- when inflected).
