The V+r pairs: FORCE=NORTH, LETTER=NURSE, NEAR, SQUARE, START. The
page I linked includes AR as "a sound", from which I infer that they
don't consider them sequences of some-otherwise-accounted-for-vowel +
/r/.
Then there's CURE, which for me is merged with LETTER/NURSE (apart
from the leading /j/), but I don't think that's generally true even in
GAE.
Our lists differ in more than the number, though, given that I have no
O (it's merged in with [a,A]).

Well, yes, but they're trying to "fix" spelling so it matches speech.
The 42 number is their count of *spoken* sounds, which they identify
400 different ways of spelling.
