Modern Bogotá high/medium-class Spanish, subset of Central Colombian
Spanish, but this feature is present in most Colombian dialect AFAIK.

In my understanding this is the common pronunciation in the Caribbean,
México, Bolivia... I would say the Americas, but acording to Pablo
Flores, the pronunciation in Argentina is [x]. I don't know if the
Spanish-English dictionary of the University of Chicago, has a map
showing the [h]/[x] areas.
