John,
as long as the only guy sending UTF-8 so far _doesn't_ put a proper
charset parameter in the MIME Content-Type, no properly written MUA
should try to display it as anything but gibberish. The default in
MIME is US-ASCII, and cannot be overridden by user preferences.
What irks me more is that I've seen nothing outside Latin-1 in Oskar's
posts. There's no need for his MUA to go to UTF-8.
I realize that I will have to fix my mail reader to do best-effort
conversion from Unicode (UTF-7/8) to my terminal charset soon. But I
need to read up on the multi-charset support in Emacs first.
