Of course not, but there's a relative pronoun, and relative pronouns in English
happen to be identical to question words (except "that" of course).

What about "that's the place to where I want to go"? Sounds awckward, but I'm
nearly sure you could find one or two prescriptivist grammars saying that it's
the only correct form :)) (unless they would use "whither" of course :)) ).
Note that I've been taught to say "that's where I want to go" without "to" at
the end. What's the need to add a preposition when the meaning is clear without
it? :))
