not so in welsh english. that has a noticable drop on
stressed syllables ( and makes welsh english easy to
parody even if you can't get the phonemes right ). i
_think_ it's similar in indian english ( parodic
indian accents are usually like welsh parodic, but
with retroflex /t/ and /d/ and reduced aspiration )
likewise sentence final french stress falls, but that
is a special position
