In Denmark this is usually cited in the German form, "Viel Geschrei
und wenig Wolle." Yes, without the second half, which makes it more
than a little obscure. It's used as a comment when politicians do as
usual and make a fuss without intending to do anything. In that
context "Wolle" seems to be (mis-)understood as 'will', not 'wool'.
