Poking through ftp://ftp.leo.org/pub/comp/doc/dict/german-wordlist.new.gz ,
which is just a wordlist, not a dictionary, I find the following roots
(capitalizations are lost): staat, paar, saat, saal, haar, waage,
waagen, isaak, maar, maas, aal, staal.
