Indeed. A short [a] is enough to make a syllable. So why not [r=]?
Lengthening it is unnecessary to make it into a syllable nucleus (and
lengthening it will not necessarily make it into a syllable nucleus). Both
things are rather independent. I think Mark has just difficulties to
pronounce correctly a syllabic [r=], and has to lengthen it. Doesn't mean
it *has* to be lengthened to become syllabic.
