I guess that Russian пел (he sang?) might be peł in Polish, and a
quick Google did turn this word up a few times... would that not be
[pEw]?

I know it has [w], at any rate -- spelled u-breve in Cyrillic.

It is not -- it came out with lots of Ӓ type things --
presumably the result of typing into a browser (Firefox/Mozilla?)
window in a form that is set to Latin-1. It looks right in the form
but what gets submitted is entities.
