1. A rather free translation, literally, "Make a means/way for
speaking/speech."
2. Similarly, "Make a language," as these languages lack true passive
voices. (I seem to have a lot of languages with no passive voice.)
3. Literally, "Let someone make a language."

N/A. The last conscript I did (that I even remember) was in high
school. Too much of a pain (for me) on the computer and too hard to
write tools for processing text written in them. Or I'm too lazy for
that. :)
